When you apply the Blur Effect, your images tend to be soften. It appears as though they were out of focus while being shot and this leads to details that are not sharply defined.

Intensity

The intensity of the blur effect can be set on a scale of 1 to 10 depending on whether you want the image to blurred slightly or completely.
